9:00 – 10:00 Juvenile Case Law and Legislative Update
This session will review relevant case law in the areas of juvenile delinquency, juvenile traffic, abuse, neglect & dependency, and other relevant matters of juvenile law, as well as recently adopted and pending legislation that affects juvenile practitioners. Cases covered will be from each of Ohio’s appellate districts as well as the Ohio Supreme Court. Attendees will gain a better knowledge of recent developments in juvenile practice.

10:15 - 11:15 Marsy’s Law in Juvenile Court: Navigating Victims’ Rights and Restitution Challenges
This session will provide Ohio juvenile county prosecutors with a comprehensive overview of Marsy’s Law as it interacts with the juvenile justice system. Attendees will examine the constitutional rights afforded to victims under Marsy’s Law, including the right to restitution, and how these rights affect the rehabilitative focus of juvenile court proceedings. Topics include the factors that go into the determination of restitution amounts, notice requirements for victims of juvenile delinquency, and victim impact statements in juvenile proceedings. The session will cover recent case law, the Marsy's Law statutory implementation, and best practices for prosecutors in juvenile proceedings. This training aims to equip prosecutors with tools to implement Marsy’s Law mandates while remaining consistent ethically and effectively with juvenile justice principles.

12:15 - 1:15 Bindovers, Specifications, and DYS Commitments
Ohio will allow juveniles to be tried as adults in certain circumstances. The law governing these circumstances remains unchanged since the mid-1990’s. However, caselaw continues to evolve. This presentation will be an overview of bindover probable cause hearings, amenability hearings, and where the law may be going in the future

1:30 – 3:30 Cell Phone Evidence – What all the Kids are “Talking?” About
In 2025, one of the most abundant locations for evidence is the cell phone. Items like texts, app data, payment platforms and digital media are all great sources of information for prosecutors. However, it does not stop there as we can also obtain data from the records and clouds to make an even stronger case. We’ll look at what records can be obtained and how to go about getting those records to help with juvenile prosecutions and victims of crime.

OPAA has been approved for 5 hours of general CLE credit from the
Supreme Court of Ohio Commission on Continuing Legal Education.
The registration fee of $150.00 ($300.00 for all NON-OPAA members) covers all materials, continental breakfast, lunch, and refreshments at breaks. Please return the training registration form to OPAA by Monday, October 6, 2025. In the event of cancellations after Monday, October 6th the assessment fee will be $70.00, to partially cover the cost of meals which will have been guaranteed by that date.
